Ryan Blackard was named vice president of marketing and product at Blue Cross and Blue Shield of Nebraska. Previously, he led marketing, product development and strategic investments at Delta Dental of Iowa. Before that, he led the direct marketing efforts for Mercer’s U.S. consumer insurance products and financial services.
